KOGI — The National Rescue Movement (NRM) candidate for the Kabba/Bunu–Ijumu Federal Constituency of Kogi State in the 2027 House of Representatives election, Rev. Emmanuel Sunday Olorunmagba (Bishop-Elect), has announced the completion and release of a comprehensive policy document outlining his proposed development and legislative agenda for the constituency between 2027 and 2031.
The policy document, titled “Kabba-Bunu/Ijumu Federal Constituency Development & Representation Agenda 2027–2031,” sets out what Olorunmagba described as a structured roadmap for purposeful legislative representation, constituency development and measurable interventions if elected to the National Assembly.
According to the candidate, the policy book is designed to move political engagement beyond general promises by providing a documented framework through which development priorities can be identified, pursued, monitored and evaluated.
The agenda covers a broad range of sectors considered critical to the socio-economic development of Kabba/Bunu and Ijumu Local Government Areas, including security, infrastructure, agriculture, education, healthcare, water supply, electricity, environmental protection, youth development, women’s empowerment, job creation and the digital economy.
Security, Infrastructure, Agriculture Top Agenda
Under the proposed agenda, Olorunmagba identified security and community resilience as a major priority, alongside advocacy for improved roads and other critical infrastructure within the constituency.
Agriculture and agro-processing also feature prominently in the document, reflecting the agrarian character and economic potential of the constituency.
The candidate’s proposed approach seeks to strengthen agricultural productivity while promoting value addition and agro-processing, with the broader objective of reducing post-harvest losses, improving farmers’ livelihoods and creating opportunities for employment and enterprise.
The policy framework further addresses education and human capital development, with emphasis on interventions capable of expanding opportunities for students, young people and other residents of the constituency.
Healthcare and social protection also form part of the proposed development agenda, alongside initiatives relating to water supply, power and environmental sustainability.
Focus on Youth, Women and Enterprise
Olorunmagba said his policy framework recognises young people and women as important drivers of economic transformation.
The agenda therefore includes youth and women empowerment, job creation, enterprise development and digital economy initiatives, with the stated objective of creating pathways for residents to acquire skills, establish businesses and participate more effectively in emerging economic opportunities.
The candidate also placed emphasis on legislative advocacy, budget engagement and constituency representation, recognising that the role of a federal legislator extends beyond the execution of constituency projects.
’Listening, Legislating, Facilitating, Monitoring, Delivering’
At the centre of Olorunmagba’s proposed representation model is what he described as a simple philosophy:
“Listening. Legislating. Facilitating. Monitoring. Delivering.”
He explained that the philosophy is intended to provide a framework for maintaining communication with constituents, identifying their needs, pursuing appropriate legislative interventions, facilitating development opportunities, monitoring projects and ensuring that representation produces tangible results.
The policy book also contains provisions for accountability and project tracking, as well as a ward-by-ward development approach intended to ensure that development priorities are not concentrated in only a few communities.
The document further outlines a proposed First 100 Days agenda and a four-year development plan, providing a timeline through which priorities can be pursued during the proposed 2027–2031 tenure.
Olorunmagba: Agenda Is Open for Public Scrutiny
The NRM candidate said the policy document is not intended merely as a campaign publication but as an invitation to citizens and stakeholders to scrutinise, discuss and contribute to the development proposals contained in it.
He called on citizens, traditional and community leaders, professionals, development partners, young people, women, farmers, business owners and other stakeholders across Kabba/Bunu and Ijumu to read the document and offer constructive feedback.
According to him, broad participation would help ensure that the development agenda reflects the aspirations and practical realities of the people.
He also encouraged Nigerians outside the constituency who have an interest in the development of Kabba/Bunu and Ijumu to share the publication, engage with its proposals and contribute ideas.
Promises Legislation with National Impact
While the policy book is principally focused on the development needs of Kabba/Bunu–Ijumu Federal Constituency, Olorunmagba stressed that his proposed legislative responsibilities would not be limited to constituency interests.
He stated that, if elected to the House of Representatives, the bills and legislative initiatives he sponsors would be designed to have positive implications for citizens across Nigeria.
He argued that effective federal representation should combine constituency advocacy with legislation capable of addressing wider national challenges.
According to him, the National Assembly provides an important platform through which representatives can influence national policy, strengthen institutions, promote economic opportunities and contribute to improved governance.
A Shift from Promises to a Documented Agenda
The release of the policy book represents Olorunmagba’s attempt to place a detailed policy framework at the centre of his 2027 campaign for the Kabba/Bunu–Ijumu seat.
Rather than presenting the election solely around personalities or political slogans, the candidate’s agenda seeks to place specific development sectors, legislative priorities, accountability mechanisms and timelines before the electorate for consideration.
Olorunmagba described the publication as “a roadmap for Kabba/Bunu–Ijumu,” stressing that its ultimate purpose is to establish a basis upon which representation can be assessed.
The candidate’s message to the electorate is anchored on the call for:
“Representation that listens. Representation that delivers.”
He concluded by declaring his vision for the constituency under the slogan:
“KABBA/BUNU–IJUMU RISING!”
