Arise News247 reports that based on the findings of our Kaduna State correspondents, the issue of the competency test said to have been administered to Kaduna teachers from primary 4 curriculum and 21,780 of them failed out of 33,000 might be purely political.
Governor Nasir El-Rufai of Kaduna State had on Monday 9th October, 2017 declared to a World Bank’s delegation in Kaduna that “66 per cent” of the “33,000 primary school teachers” given “primary four examination… failed to get the” required minimum of “75 per cent”. Hence, they will be replaced.
In his word, “We tested our 33,000 primary school teachers, we gave them primary four examination and required they must get at least 75 per cent but I am sad to announce that 66 per cent of them failed to get the requirements.”
In a swift reaction, the Kaduna State chairman of the Nigeria Union of Teachers (NUT), Audu Amba, on behalf of Kaduna State teachers wrote an open letter to the governor accusing him of “shifting the goal post”. In the letter obtained by Arise News247 Kaduna State correspondent, the union made it clear that the state government is not empowered by the law to conduct such competency test, explaining that when the governor approached them on the issue of the competency test, they erroneously assumed “that the intention of the state government was altruistic, in the sense that it is aimed at enhancing state,” so they agreed that the pass mark “for the competency test be pegged at 60 per cent, while those who are unable to score up to 60 per cent be retrained.”
“However, in a classical display of bad faith, which started as a rumour, the Kaduna State government unilaterally and arbitrarily pegged the pass mark for the competency test at an unprecedented 75 per cent,” the letter reads.
Hence, the union further appealed to the “conscience” of governor El-Rufai to “rescind the decision.”
The governor disregarded the appeal and insisted that the teachers alleged to have failed must be replaced. Thus, the union approached the Nigeria Industrial Court, Kaduna division “to adjudicate on the issue of whether the Kaduna State government has the statutory power to conduct the competency test” and the court process was served on the governor and the Attorney General. But in his usual characteristic of flaunting court orders/processes, the governor avowed the disengagement of the teachers despite all the efforts of NUT to reach amicable resolution.
Therefore, NUT, TUC and NLC embarked on protest to compel the governor to allow reasoning to prevail. In reaction to the protest, the governor again vowed to file criminal charges against those who led the protest.
The governor thus, released some scripts calling on the court of public opinion to judge between him and the teachers. He tweeted as follows:
“Here are some of the primary 4 competency test scripts conducted for primary school teachers in Kaduna State. Should these teachers be allowed to teach our kids?”
“We are putting these out in the court of public opinion for Nigerians to make their verdict.”

Arise News247 correspondent thus, contacted NUT and some teachers that pleaded anonymous, they said that the governor is just been economical with the truth and that “the scripts so tweeted CANNOT be part of the scripts of the teachers.”
Another man who identified himself as Meshack Katuka declared to Arise News247 as follows:
“It is worthy of note to inform the general public that on Thursday, 8th October 2015, the Mallam Nasir El-Rufai led administration has ordered the posting of typists, clerical officers and the likes working in the 23 Local Government Area Education Authorities of Kaduna State to primary schools as teachers and has since been posted on Friday 9th October without them having the requisite teaching requirement.”
“This is a policy we criticized back then with the manifestation in the scripts just displayed.
“The scripts displayed are of no doubt scripts of those security men and cleaners he deployed to the classrooms in 2015,” Meshack submitted.
Those who are supporting the decision of the governor also posted a purported facebook post of one “Calipha Ibrahim Abdullahi” portraying him as a teacher who cannot communicate properly in simple English, but when Arise News247 reporters searched the name on facebook, there is no facebook account with such name. So the alleged facebook post is mere artistic work by those who desperately wanted to drive in a point that must have been exaggerated.
In a similar development, another post from one “Kel DonSega” was released in terrible grammatical expression claiming to have schooled in Kaduna “several years ago.” And when Arise News247 investigated the account, we discovered that this second facebook account truly exists but the owner is presently residing in the United Kingdom and he rarely posts, rather he shares posts of his facebook friends. But the few direct posts we discovered on his facebook wall were in good expression even as far back as two years and even three years ago.
Then the pertinent questions are, if the “Kel DonSega” who claimed to school in Kaduna several years ago could express himself in good English as far back as three years ago, what happened that now that he needed to post about his schooling in Kaduna he could no more post in proper grammatical expression?
Secondly, even if we are to erroneously assume that as a result of his schooling in Kaduna several years back he was not well trained why hasn’t he upgraded himself since he has been in the UK?
Thirdly, why are the supporters of El-Rufai so desperate to back him up to nail the teachers even to the extent of creating fake facebook posts?
Finally, why didn’t El-Rufai allow the appropriate body to conduct the competency test and why is he afraid of going to court to defend the actions of his government?
